Early 19th century attire for upper class Hindu men in Bengal included the draped shawl (some are quite exquisite), a specific kind of turban, a long tunic (possibly a chapkan) and paijama i.e. an amalagam of Hindu and Islamic influences. The style is also seen on Ram Mohan Roy as well as Dwarakanath Tagore. 

The painting is of a “Learned Gentleman of Bengal”.
